This program will credit $80.00 to the electric bill within a 12 month period to a qualifying customer who have resided at the service address for a minimum of 6 months. A new Low Income Assistance Application is required each year and income must be verified by office staff. Funds are made available by Azusa Light & Water's Public Benefit funds. CA STATE DEPARTMENT OF COMMUNITY SERVICES AND DEVELOPMENT HEAP PROGRAM
The Home Energy Assistance Program (HEAP) program provides financial assistance with residential utility bill payment, and emergency assistance with residential energy-related crises, such as shut-off notices. If you qualify, you can receive assistance with either your gas or electric bill, in the form of one payment each year. The payment will be issued directly to the utility company. This is a federally-funded program and is different from Azusa Light & Water’s Electric Assistance Program. Qualified electric customers may apply to both ALW Electric Assistance and HEAP programs.
To qualify, you must be a resident or property owner of eligible cities and have total household monthly gross income within the HEAP income guidelines.

HEAP representatives come to Azusa at the Azusa Library Auditorium, 729 N. Dalton Avenue, from 9 AM - 12 PM, on 1st and 3rd Monday of each month (except holidays), to sign up qualified electric customers for one month's free electricity. This schedule will continue until further notice.
