How to Sign Up For Service
A new customer may sign up for service in 3 ways:  (1) online, (2) calling our office at (626) 812-5225 Monday through Thursday 7:00 a.m. – 5:30 p.m., or (3) coming in person to our office, 729 N. Azusa Ave., at the above days and hours.  We request a minimum of 2 (two) business days notice to process the request and schedule a field visit to turn service on.


To sign up for new service an applicant will be asked:

  1. Name and service address (including apartment and building number)
  2. Billing address
  3. Start date
  4. Social Security Number and/or Passport Number
  5. Driver’s license number
  6. Date of birth
  7. Primary phone number
  8. E-mail address
  9. Employer Name
  10. Employer phone number
  11. Personal reference
  12. Personal reference phone number

Connection Service Charges
For all requests to turn on service, a service charge of $45 will appear on the first bill. Additionally, a $1.25 fee will be added for verification of Social Security Number.

Connection of Service
Same day turn-on service is available on regular workdays. Customers who make these arrangements by 3 p.m. pay a $35.00 fee while those who sign up between 3 p.m. and 5:30 p.m. can receive same day turn-on for $85.00.  These charges reflect the average cost incurred by the utility for making special turn-on arrangements.  There is no charge for next day turn-on services during work days, which is the normal case for most customers.  Same day service is not available to university students due to the high volume of applicants at a time.

If new applicant has unexpected need to have service connected over the weekend they will be done ONLY at 12:00 noon and 8:00 p.m. on Fridays and Saturdays by calling our after hours answering service at 626-812-5225.  There will be an additional $205.00 charge to cover the cost of the after hours call out.  This additional charge must be paid first thing Monday morning or service will be disconnected that day.

Minimum Prepayments
Prepayments are required in order to establish service. The prepayment is a guarantee of final payment. Therefore, no interest is paid on the amount.

The minimum prepayments per meter are as follows:
  • Residential Electric - $135
  • Residential Water - $55
  • Residential Water 2" Meter - $110
  • Residential All Electric Units - $150
  • Commercial Electric - $275 (or based on two months average of a like business)
  • Commercial Water - $55 (or based on two months average of a like business)
  • Hydrant Meters - $1000

Forms of Payment
For customer convenience, the prepayment can be paid by cash or check. We can bill the deposit to make your move-in simpler.

Another option is to have your prepayment waived if your Equifax credit score exceeds our minimum. An additional fee of $1.25 will be applied to the account for this service.
