Since July 1993, like many other cities, the City of Azusa approved a tax upon every utility customer in the city using electricity and water in the city. Currently the rate for residential electric and water users is 4% of the utility charge. The rate for commercial electric and water users is 8%.

Covina and Irwindale customers receiving water service from Azusa Light & Water are billed utility users tax for their respective cities; Covina 6% and Irwindale 7.5% . Customers who live in the county area are not billed city utility users tax.
